Résumé

La mondialisation des espaces urbains se caractérise par la généralisation de régimes et de formes urbaines cosmopolites : telle est l'hypothèse de cette recherche. Par régime urbain cosmopolite, nous désignons l'importance, dans le fonctionnement de la gouvernance locale, de flux de capitaux, de personnes et de connaissances liant l'espace urbain considéré à d'autres villes et régions géographiquement lointaines.

L'objectif principal de cette recherche est d'analyser comment des échanges de connaissance sur de longues distances transforment les formes des villes contemporaines, et comment ces formes transforment en retour les cultures urbaines. De nombreux travaux ont été consacrés au rôle des flux financiers ou migratoires dans la mondialisation urbaine, ainsi qu'aux transformations récentes de la gouvernance urbaine. La mondialisation de la culture matérielle des villes a, pour sa part, été beaucoup moins étudiée.

Les deux terrains d'étude, Hanoi et Ouagadougou, ont été choisis pour trois raisons. Primo, ces deux villes sont dans une situation marginale par rapport à l'économie-monde. Secundo, elles sortent d'une situation de « quarantaine » liée au sous-développement et/ou à la situation politique du pays. Tertio, elles connaissent depuis quelques années une intensification des flux qui les relient à d'autres villes et régions, Ce choix permet donc, d'une part, d'étudier un processus de mondialisation hors des espaces généralement analysés (Europe, Amérique du Nord, Chine), et, d'autre part, une mondialisation des formes urbaines « en train de se faire ». Ces deux études de cas viennent compléter une recherche récemment terminée dans une ville européenne elle aussi longtemps marginale, mais aujourd'hui en phase de mondialisation plus rapide : la ville de Palerme. À elles trois, ces études de cas, situées sur trois continents, permettront de comprendre des aspects fort peu analysés de la mondialisation des villes et de la culture.

Abstract

The underlying hypothesis of this research is that the globalization of urban spaces is characterized by the rise of cosmopolitan urban regimes and urban forms. Through the concept of cosmopolitan urban regime, we designate the importance, for the functioning of local governance, of flows of capital, persons and knowledge which link the relevant urban space to others geographically distant cities and regions.

The major aim of this research is to analyze how exchanges of knowledge across long distances mould the forms of contemporary cities and, in turn, how these forms shape the urban culture of those cities. The research focuses in other words on the material culture of cities, whereas the large majority of studies dedicated to urban globalization has been devoted to the role of financial flows or international migrations.

The case-studies, Hanoi in Vietnam and Ouagadougou in Burkina-Faso, have been chosen according to three criteria. First, both cities are (still) in the periphery or semiperiphery of the world-economy. Second, they both are stepping out of a period of relative isolation related to a situation of economic underdevelopment or to the political choices of their Nation-State. Third, they have been in recent years under the influence of an important intensification of global flows relating them to others cities and regions in the world. The choice of case-studies enables us, on the one hand, to study a process of urban globalization in areas rarely considered by the existing research and, on the other hand, to examine the globalization of urban forms "in the making". The results of this analysis will be confronted with the results of a recent research dedicated to a globalizing (and for long marginal) European city, the city of Palermo, in Italy. These three studies spanning over three continents will help us develop an understanding of various unexplored aspects of the globalization of cultures and cities.

Rapport - Report

Ce rapport est une version provisoire. La phase de valorisation de la recherche a débuté avec la restitution de ce rapport au FNS. Des articles seront publiés durant l'année 2011 et un ouvrage de synthèse (portant sur la mondialisation des formes urbaines à Palerme, Hanoi et Ouagadougou) sera publié en anglais en 2012.

This report is a provisional version. The promotion of the research will be done through publications in peer-reviewed journals during the year 2011 and the edition of a book (as a synthesis of the globalization of urban forms in Palermo, Hanoi and Ouagadougou) in 2012.
