Ola Söderström - Three modes of existence of the pandemic smart city
Abstract
Working on the provincialisation of the smart city in South Africa and India, I have - together with the member of my research team - witnessed since the month of March the emergence of a pandemic smart city. Technologies, institutions, organisations and people we were observing and working with were repurposed, reshaped or reoriented in efforts to manage and mitigate the public health crisis. My talk will reflect on the three modes of existence of the smart city, which are both revealed and reshaped in current pandemic times. Drawing on work on ontological politics I will describe the articulation of the state-led, corporate-led and citizen-led smart city in India and South Africa during the pandemic. I will argue that the acceleration and legitimation of data- and technology-intensive forms of urban governance are the main features of this pandemic smart city.
